Accountant II
Salary Range: $53,556 - $58,680/Annually Excellent Benefits
$1,000 Sign on bonus!
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Perform professional accounting and reporting functions for assigned THA programs such as: Locally Owned Housing (Contract FW-1182), Section 8 (Contract FW-3117) and other related entities, Grant programs and Fixed assets. Properly account for assets, liabilities, revenue, and expenses and assure proper and timely reports are submitted.
Assist in preparation and submission of online reporting functions such as REAC FDS submission, Section 8 VMS submission, PHAS and SEMAP submissions.
Monitor and control budget expenditures and prepare reports for all special grants consistent with the terms and conditions of the Capital Fund grant contract.
Prepare RAD and LIHTC financial reports Balance Sheets, Income Statement, and Aged Receivables. Reconcile bank accounts for Cash Operating, Security Deposit and Reserve Replacement.
Communicate with syndicator partners on loans which will include, but not limited to, agent banks, borrowers, title, and lenders. This includes oversight, monitoring, and reporting for tax credit compliance.
Manage our Non-Profit Development ventures by creating and submitting draws against the funding sources associated with each project. Assist Real Estate Development Department by providing financial analysis, projections, and financial statements as needed. Build budgets for construction projects through Job Cost, tracking actual revenue and expenses throughout the lifetime of the project.
Prepare budget forecasts and final budgets for assigned THA and programs. Track financial performance of all departments to the approved budget. Report noncompliance to appropriate THA management.
Manage outside properties for our property management company, Tulsa Housing Management LLC. Provide financial reports Balance Sheet, Income Statement, and Aged Receivables. Reconcile bank accounts for Cash Operating, Security Deposits, Property Insurance and Replacement Reserve.
Prepare internal and external accounting and financial reports for THA and entities as required.
Prepare, maintain, audit, and reconcile annual physical inventory with accounting recorded inventory records for fixed assets.
Review and analyze various forms of information (correspondence, Federal register, PIH notices, industry reporting, etc.) and provide management with written and oral analysis.
Perform and administer internal audit functions as assigned (petty cash audit, inventory audit) and report results to management.
Assist in maintaining the THA Accounting Manual to assure it is current and available to the appropriate members of management.
Assist in the development and implementation of Accounting Department planning activities.
Utilize Excel and Word.

THA provides publicly assisted housing comprised of traditional public housing, mixed-finance sites, and housing vouchers. Currently, THA provides assistance to more than 20,000 individuals, or 7,200 families. THA is governed by a voluntary Board of Commissioners, each of whom is appointed by the Mayor of the City of Tulsa. The board employs THA’s President/CEO, who in turn employs the remainder of THA’s staff of approximately 200 team members.
EDUCATION Requirements
Requires a bachelor’s degree in accounting and two (2) years’ experience in budget and financial accounting; or six (6) years related experience and/or training in accounting. The incumbent may be required to provide technical guidance to less experienced accountants.
